Regarding the policy of cross-posting Gitlab MRs being seen as spam, I actually have raised this issue on Discourse Meta:

But the F-Droid Discourse policy Topic I am responding to makes zero reference to Discourse itself as a platform, and it’s not like there’s an automatic trackback link from my mention on the Discourse Meta topic, so there’s no way anyone here would be aware of it otherwise.
Anyway, in my opinion the problem F-Droid siloing between Discourse and Gitlab is pretty normal for organizations that use both, and there could probably be a technical mitigation for it if the two platforms were better integrated with each other.
(Obviously my merely saying this does not solve the problem, but directing people to the Topic on Discourse Meta increases the likelihood that someone with the ability to fix the problem will actually do so, whether for themself or as a paid commission, which indeed Discourse Meta also facilitates for Discourse plugins, extensions, and features. No, I’m not putting my own money on this problem, though.)
