Considering the app author gives a proper license to the project, like GPL3, will a NativeScript app pass as an FLOSS app? I’ve read the app submission rules but I can’t evaluate this framework’s setup.

I think the NativeScript SDK is FLOSS so it should not be a problem.
(However, packaging a NativeScript will be more work for us than packaging a traditional Java app but it probably can be done.)

Any SDK needs to be 100% free software to be included, so if nativescript doesn’t require any proprietary bits, then it is fully allowed. The best way to ensure that an SDK is supported and fully free software is to get it into Debian.
