I’d an app that made use of prebuilt-static ffmpeg binary. Are apps using such components allowed i.e quality the inclusion policy?

We don’t allow prebuilt binaries, so we would need a way to build it from source (either a script that does that automatically or detailed instructions).
I think we already do this for other apps that use ffmpeg.
Look at this app: Video Transcoder | F-Droid - Free and Open Source Android App Repository
F-Droid builds ffmpeg from source for it.
