For phoning an chatting I currently use a server based on XMPP protocol.

matrix.to is just a shareable link service for Matrix rooms.
Depends on your threat model. It should be secure enough for general users.

^^^ this is the main IRC channel, bridged via Biboumi, so you can just add it like a normal XMPP channel.
@linsui I’ll take it that the new rooms are Matrix only and not IRC channels that are “bridged to matrix too” ?
I thought the IRC bridge needs to be setup manully. This room is only bridged with Telegram currently.
afaik, main rooms are real IRC channels and bridges reach that.
