The main strength of open-source is the contributions of users and not the developers alone. In that case, shouldn’t it be easier and better for users – especially those who download from F-Droid – to be able to leave a review of their apps in F-Droid, rather than having to visit their GitHub or stuffs? Last I checked, there’s no feature such as that, compared to Play Store that does so. This could be confusing for those who barely use GitHub.

For reviews to be worthwhile and trusted they would need to be verified, which means identifying the reviewer, which goes against the principles F-Droid aspires to.
Short: Create a new website for that. Managing the users is imho a bunch of work.
Whoever wants can create an external platform where only persons with identity check can post messages. The messages can include the app, version and checksum. If there are enough interested people with interesting ratings then there will be a modified F-Droid client that will include the postings and an open source AI conclusion of the postings and provide posting new messages.
