J2ME Loader | F-Droid - Free and Open Source Android App Repository declares Apache 2.0 but it’s forked from a project where I couldn’t find any COPYING/LICENSE files for the software itself nor did I see any license identified in the java source files. If no license is actually specified for that project then any of it’s code used in the fork is non free.

No. that’s the one in f-droid, but it’s forked from another app of the same name here: GitHub - NaikSoftware/J2meLoader: Application on Android for run J2ME application.
That one has no license specified in readme, copying or license file.
Try asking the author, he should know better.

Yes, the original code wasn’t licensed, so I asked author (Nickolay Savchenko aka NaikSoftware) for permission to license his code and he agreed.
