How to create and edit PDF files on Android, like LibreOffice and Microsoft apps? Set backgrounds, align texts and images?

Use any other tool then Print as PDF?

i think in image toolbox you can make an image first then convert it to pdf, i did not try but since it allows you to add images and text on a single image, you can export it then just convert to pdf in the same app

Collabora Office? Which is basically Libre Office for Android.

Curiously Collabora Office front page has a button for F-Droid, yet it is not in the F-Droid repository.

Not sure I understand any of that. It implies that Collabora is not prepared to meet F-Droid’s requirements, so I shall not install it.
