Does the refreh rate cap in Mull affect videos?

I’m trying out Mull and read that the refresh rate is capped to 60hz. Does that also affect videos?

What movies are filmed higher than 24fps?

TIL movies are filmed at 24fps.
I didn’t know that and will do some research. Thanks for enlightening me.
