Only the system phone app can offer eg. video calling and RTT

Quik for sms. Or google messages.
Google phone for a phone.
Advanced enough? Or maybe need simpler? Fossify phone or messages.

Can Shizuku provide the necessary permissions to enable another app to offer these features?

less about permissions and more about no one putting the work in to make an app do those things.
