I don’t think that would be legal.
You can share PWs though via WiFiKeyShare.
Last I checked, there was nothing intrinsically illegal in pentesting tools, with some caveats concerning DMCA/EUCD that I don’t think come into play here. See for example cSploit in the main repo.
To answer the question, I don’t think there is any app that can find out all kinds of passwords for Wi-Fi (i.e. a general password cracker), but there is Router Keygen which will do that for the default passwords used in particular router models, which are flawed by having a default password that is tied to the SSID or MAC.
