I have 50 saved hotspots and passwords, there is no way within my phone i can see these passwords or export hem.

Since you are rooted, why not read the file directly at: /data/misc/wifi/wpa_supplicant.conf?

My bad. I read rooted in error. Probably was thinking about saving my own lists as well.

When I try this i get permission denied or some sort of stat error.
Yeah, I checked myself. It does not work. For some weird reason and I am sure I am hallucinating, but I thought I had done this adb for root folders eons back. I realized I may have been confusing between things, so I removed that part from my comment after checking it myself.

If you remember it you likely did do exactly that. Some devices do allow read-only adb access to /data. Whether it is permitted varies not just by android level, but also by device details. I have 3 devices running Pie, one allows this (a Samsung tablet) while the other 2 (Motorola phones) do not. Most of my older devices do allow it (though some of those are rooted so maybe not a fair comparison).
There is/was a method to do it without root that worked fine for me some time ago… however don’t remember the full details and the Internet is full of false traits so not quite easy to find again.
In summary you use adb to backup the data of the settings app and extract the contents of that backup with a java app.
