cleaning app data will clear settings/repos/packages always
cleaning app cache should clear packages only, but (bugs aside, see above) that might not help always
that’s why I encourage an update to latest 1.19.0, clean app data, resetup cleaning to 1h, setup autoupdate etc, re-add repos if any, and test for a couple of days
