The version should be updated, obviously. The problem is that this is a lot of work and someone needs to do it 
It is not as simple as increasing a number somewhere. Many things will break when increasing the number without spending the time to deal with all the changes in Androidâs behavior.
If you have time to help, feel free to start implementing. It is probably a good idea to do the upgrades gradually and deal with behavior changes for each version separately.
