I’d like to submit my data privacy PWA (handi homepage) for consideration to f-droid. The issue is that Gitlab requires email, credit card and phone verification before i sign up.
I do not feel this info should be necessary. Can anyone suggest an alternative submission path?

Gitlab only. That is where everything resides.
So a privacy-based repo requires users to verify their email, bank details and phone?
How is that different to what Google is doing?
Gitlab is a separate brand and company. They are doing this and we have been here for almost 1.5+ decades now. Moreover, they have started this of late. This is completely under them.

Many of the modules are ‘leave no trace’ ie. designed to work offline if needs-be. Eg. the music player, podcast player, image gallery, local AI, task list etc will run offline.
This is the primary reason a pwa install would be advantageous. The privacy policy is our manifesto: 3 min read
